Buzz Larsen is a partner in the National Public and Health & Education Finance Department and supervises the activities of its tax-exempt asset origination, placement, and securitization subgroup. Buzz has devoted his career to public finance as investor’s counsel, underwriter’s counsel, and bond counsel in a virtually nationwide practice, including related federal tax, securities, and state law matters. 

He has particular experience in the securitization of individual and pooled tax-exempt assets (bonds, notes, leases, and other state and local government obligations) and the issuance of synthetic tax-exempt variable rate instruments and in representing banks, bank leasing companies, non-bank finance companies, equipment vendors and their captive finance subsidiaries, computer software companies, investment banks, and institutional investors in the structuring and placement of tax-exempt bond and lease financing transactions.

  • Counsel to bank sponsor of securitization program for more than 250 individual bond assets exceeding $7,500,000,000
  • Counsel to bank sponsor of securitization program for expandable portfolios of tax-exempt lease assets for multi-state and state-specific trusts aggregating more than $500,000,000
  • Counsel to finance company sponsors of securitization programs for expandable portfolios of tax-exempt state and local government obligations aggregating more than $1,000,000,000
  • Counsel to finance company sponsor for the development of "auction rate preferred" structure for securitization of portfolios of tax-exempt assets
  • Counsel to institutional investors in computer software license, energy management systems, communications systems and motor vehicle fleet financings for state-level obligors
  • Development of standard documentation for tax-exempt lease and installment purchase financing for nationwide vendors of equipment and third-party financing sources
  • Counsel to state-level issuer for tax-exempt master lease program for government buildings and other facilities for state agencies and universities
