Rick Cosgrove is a partner in Chapman and Cutler's Banking and Financial Services Department and Credit Enhancement Group. He also served as the firm’s Chief Executive Partner from 2002 until 2010. His practice is focused in the areas of structured finance, credit enhancement, public finance, leasing, derivative products, and capital markets activities of banking institutions. He has been practicing law since 1977 when he joined Chapman.

Rick has extensive experience in the representation of domestic and foreign banking institutions and leasing companies in a wide variety of financial transactions, including asset securitization, credit enhancement, derivative products, leasing, project finance, public-private partnership finance, and structured debt financings.

  • Representation of lead arranger for bank syndicate providing financing of $900 million of tax-exempt TRANs of the Commonwealth of Puerto Rico, including preparation of necessary legislation
  • Representation of purchaser of 144A structured notes issued by municipal cooperative to finance wind turbines
  • Representation of banks providing credit enhancement for public-private partnership toll revenue bonds in the amount of $600 million
  • Representation of providers of commodity swaps to support natural gas revenue bonds in excess of $2 billion
  • Representation of securities affiliate of foreign bank as sponsor of multi-asset tax-exempt securitization program
  • Representation of bank syndicate providing credit enhancement and liquidity support for $2 billion commercial paper notes issued by the State of California
  • Representation of international leasing company regarding synthetic lease financing of approximately $100 million of flight simulators
  • Representation of investment bank sponsor in development of open-ended tax exempt bond and municipal lease securitization conduit that has issued in excess of $3 billion of floating rate securities
  • Representation of bank in credit/tenant lease of air cargo handling facilities financed with $160 million of tax exempt bonds
  • Representation of bank syndicate providing credit enhancement for $1.5 billion floating rate debt and commercial paper issued by municipal electric utility
  • Representation of bank providing credit enhancement for revenue bonds supported by GSA Lease
  • Representation of Hong Kong branch of domestic bank with respect to 144A placement of debt securities issued by a joint venture comprised of a state pension fund and a European limited partnership
