Overview

Bob Stephan is a partner in Chapman's Public and Institutional Banking & Finance Group and a member of the firm’s Banking and Financial Services Department.

Bob represents commercial banks (domestic and foreign) in providing credit and liquidity support for tax-exempt and taxable financings for municipal, health care, and not-for-profit borrowers. Bob has also served as bond counsel, underwriter’s counsel and issuer’s counsel in a wide variety of public finance transactions, including enterprise revenue and general obligation governmental bonds and 501(c)(3) and multi-family housing revenue private activity bonds.

Bob also has extensive experience in tax advantaged investing and lending. Bob focuses on representing qualified active low-income community businesses and allocatees of federal and state new markets tax credits. Bob’s experience includes assisting his clients in structuring complex tax-advantaged transactions that have combined federal new markets tax credits with other state tax credits, that have pooled loans to support large credit facilities, and that have involved the application of the targeted population rules.
