Bob Stephan is senior counsel in Chapman's Public and Institutional Banking & Finance Group and Banking and Financial Services Department.

Bob represents commercial banks (domestic and foreign) in providing credit and liquidity support for tax-exempt financings for municipal, health care and not-for-profit borrowers. Bob has also served as bond counsel, underwriter’s counsel and issuer’s counsel in a wide variety of public finance transactions, including enterprise revenue and general obligation governmental bonds and 501(c)(3) and multi-family housing revenue private activity bonds. Bob also has experience in representing allocatees of federal and state new markets tax credits, qualified active low-income community businesses and new markets tax credit investors, advising them on all aspects of the new markets tax credit program.

Bob started his legal career at Chapman in the firm’s Public Finance Group. Prior to rejoining Chapman in 2015, he was a partner in the financial transactions group at Perkins Coie LLP.
