CHICAGO — Chapman and Cutler LLP congratulates Darrell “Buzz” R. Larsen, Jr., a partner in the National Public and Health & Education Finance Department, on receiving the 2016 Jay Terry Lifetime Achievement Award given by the Association for Governmental Leasing and Finance (AGLF). He received the award on May 4, 2016 during the association’s 36th annual conference held in Charlotte, North Carolina.

Buzz is the eighth recipient since the award was created in 2005 to honor AGLF co-founder Jay Terry.

“Buzz is a pioneer in using municipal leasing as a public finance tool,” said Tim Mohan, Chapman’s Chief Executive Partner. “Chapman’s practice in this area would not have been possible without Buzz’s efforts.” 

Over the course of his 40-year career, Buzz has helped build Chapman’s national reputation in public finance, including representation of a broad range of investors, advisors, and other participants in tax-exempt leasing and securitization transactions. His work has facilitated the acquisition, construction, equipping, and installation of a broad range of essential government buildings, facilities, equipment, and other property. 

“What sets Buzz apart from other attorneys working in municipal leasing is his ability to provide clear advice on complex transactions,” said David Roeder, AGLF secretary and senior vice president and managing director of Sterling National Bank in Huntley, Illinois. “The contributions he has made have been significant.”

Buzz has been extensively involved in chairing and planning AGLF conferences and served on the association’s board from 1999 to 2005. He has authored numerous articles on the topic of municipal debt and leasing, including a book on tax‑exempt asset securitization published by the American Bar Association.
