Overview

Tom Glushko is a partner in Chapman's Banking and Financial Services Department and a member of the Public and Institutional Banking & Finance Group. Tom focuses his practice on the financing and repackaging of tax-exempt bonds and other municipal securities, with an emphasis on tender option bonds and other partnership-based financing vehicles. 

Tom has worked with clients to redesign existing TOB product platforms and bring them into compliance with the Volcker Rule and helped structure and develop new product platforms in response to changes in the US regulatory environment. 

He has also worked with direct lenders and other market participants to develop senior/subordinate financing structures, passthrough custodial receipt platforms and other product variations designed to support alternative strategies in the municipal structured lending space.
