Overview

Doug Bird is a partner in Chapman's Banking and Financial Services Department and a member of the Public and Institutional Banking & Finance Group. His experience includes serving as bond counsel and underwriter's counsel in connection with governmental and private activity bond financings for a variety of facilities, including private activity bonds issued to finance transportation and other infrastructure projects in public-private partnership (P3) transactions.

He has also represented many of the largest financial institutions in connection with direct loans, letters of credit and liquidity facilities, tender option bonds, interest rate swaps, commodity swaps, total return swaps and other derivative transactions with state and local governments, agencies and authorities, not-for-profit organizations, and other public counterparties across the country. 

Doug also has experience in the municipal energy sector; he has represented suppliers, upstream service providers, hedge providers, lenders, and underwriters in connection with numerous tax-exempt bond transactions financing long-term supplies of natural gas and electricity for use by municipally-owned gas and electric distribution systems.
