Overview
Steven Bassett is an associate and member of Chapman’s Public Finance Department. His practice is focused on public finance, project finance and public infrastructure/public-private partnerships (P3) transactions. In particular, Steven has represented developers on energy-as-a-service project finance transactions located across the country involving health system and higher educational institutions.
Prior to joining Chapman, Steven practiced at an Am Law 50 firm working on a variety of commercial lending transactions and other general corporate finance matters.

- Developer’s counsel in the $855 million Energy-as-a-Service transaction with Novant Health, Inc. with medical facilities located throughout North Carolina and South Carolina.
- Co-Developer’s counsel in the $589 million Energy-as-a-Service transaction with Hackensack Meridian Health, Inc. with facilities located in New Jersey.
- Developer’s counsel in the $457 million Energy-as-a-Service transaction with Adventist Health System/West with medical facilities located throughout California, Oregon, and Hawaii.
- Developer’s counsel in the $181 million Energy-as-a-Service transaction with PIH Health, Inc. with facilities located throughout California.
- Developer’s counsel in the $90 million Energy-as-a-Service transaction with Abilene Christian University with educational facilities located in Texas.
- Developer’s counsel in the $54 million Energy-as-a-Service transaction with Beacon Health System, Inc. with medical facilities located throughout Indiana.
- Developer’s counsel in the $46 million Energy-as-a-Service transaction with Community Foundation of Northwest Indiana and Munster Medical Research Foundation Inc., with medical facilities located throughout Indiana.
