Overview

Tomer Elkayam is a staff attorney and member of Chapman’s Public Finance Department. He focuses his practice on tax-exempt and taxable financing for healthcare, educational, and cultural institutions. He serves as bond counsel, underwriter’s counsel, issuer’s counsel, and borrower’s counsel in matters involving a variety of financing structures.

Tomer started his career at Chapman after serving as a judicial extern for the Honorable Rebecca R. Pallmeyer of the U.S. District Court for the Northern District of Illinois and as an extern for the United States Commodity Futures Trading Commission during law school.
