Overview
Amanda Delaney is senior counsel and a member of Chapman's Compliance, Regulatory and Payments Group. She advises global financial technology companies and institutional banks on complex commercial and regulatory matters, with a focus on treasury management, payments processing, and SaaS financial products.
Amanda leads and manages complex transactions for enterprise sales organizations, regularly structuring and negotiating marketplace lending arrangements, bank-fintech partnerships, government banking contracts, and private sector procurement processes designed to win and retain key clients.
In addition to her transactional practice, Amanda serves as the firm’s subject matter expert on privacy law and regulation. She has extensive experience drafting bespoke internal policies and procedures to align clients’ operations with state and federal regulatory obligations enforced by the CFPB, OCC, and FDIC. She also advises on related compliance issues, including state usury laws, ECOA, FCRA, TILA, FDCPA, EFTA, and UDAAP. In her privacy practice, Amanda advises on privacy policies and data practices that comply with the patchwork of state privacy laws, including CCPA, along with GLBA, FCRA, COPPA, TCPA, CAN-SPAM, and GDPR.
Amanda guides fintech companies through 50-state licensing analyses and works directly with regulators to acquire state licenses for money transmission, digital-asset, commercial and consumer lending, loan brokering, and loan servicing activities.
She regularly attends and presents at industry conferences on regulatory, privacy, and payments issues impacting the financial services sector.
Prior to joining Chapman, Amanda served as Vice President and Assistant General Counsel at a leading global financial institution.
