Bill Corbin is the Practice Group Leader of Chapman and Cutler’s Illinois Public Finance Department and serves as the firm’s General Counsel.
Bill has served as bond counsel, underwriter's counsel, issuer's counsel, and borrower's counsel on a wide variety of public finance transactions, including general obligation, enterprise revenue, revenue anticipation, lease-supported, advance refunding, airport, and housing financings for the State of Illinois, The Illinois State Toll Highway Authority, the City of Chicago, Chicago Public Schools, The County of Cook, the Chicago Park District, the Illinois Finance Authority, the Illinois Student Assistance Commission, and other municipalities, school districts, and units of local government and special districts in the State of Illinois. This includes revenue bond financings for public and private nonprofit institutions of secondary and higher education, general airport and passenger facility charge revenue bonds, student loan revenue financings, revenue bond financings for not-for-profit cultural institutions, and financings for special facilities. Bill has also represented governmental entities and not-for-profit borrowers in negotiating interest rate swaps and other derivative transactions. He is a member of the National Association of Bond Lawyers (NABL) and has given presentations to public finance market participants and served as a panelist in seminars on various topics in municipal finance.
Prior to rejoining the firm in 2012, Bill was a partner at Perkins Coie LLP, a partner at Altheimer & Gray, and a partner at Gardner Carton & Douglas. He began his career as an associate and then partner at Chapman and Cutler.
