Chapman is serving as pro bono counsel to Children’s Rights to advocate for and protect vulnerable children in a recent amicus brief. The brief challenged new regulations that attempt to overturn the 1997 Flores Settlement Agreement’s protections for immigrant children and would allow indefinite detention of children and families. On September 27, the US District Court for the Central District of California ruled in favor of the Flores plaintiffs, and Judge Dolly Gee tracked arguments made in Children’s Rights’ brief.
