On October 26, the Crypto Council for Innovation (CCI) and Vault Coalition anchors Bitwise Asset Management, Galaxy, and Morpho submitted Under Control: A Framework for Applying the Federal Securities Laws to Crypto Vaults to the Securities and Exchange Commission. As principal author of the report, Chapman helped develop a practical framework for analyzing crypto vaults under the federal securities laws, highlighting how control, transparency, and code-enforced safeguards can inform their regulatory treatment.
